Public Statement about NSI Providing Chinese Domain Name Service

The main issue that Chinese domain name should resolve is to realize the localization of the Internet application. In order to promote the equal access and use of the Internet by Chinese enterprises, organizations and individuals, we encourage and give the glad hand to those researches that focus on the Internet development.

When providing such commercial services, we should illuminate relevant facts and concepts, in order not to mislead general Internet users. There are tree highlights that need to be stated:

1) All presented services, including the services provided by NSI, are still in the experimental stage;

2) Introducing non-English domain names (including Chinese domain names) directly to the International top-level domains is still not authorized by ICANN yet. On August 25, ICANN had already announced that it would keep close watch on this testing services provided by NSI.

3) There are multitudinous methods in dealing with Chinese domain names, the technique that was adopted by NSI was only one of those methods, but not a standard.

Because of that applicants and users of Chinese domain names are mainly coming from the main land, Hong Kong, Tai Wan and Macao, their interests must be respected and protected in the process of registration and management.

On May 19, 2000, experts of these four regions formally established Chinese Domain Name Consortium (CDNC for short), and they united to research and resolve those potential problems in both technology and management regions.
